Description
Pope Honorius II commands King David of the Scots to receive Cardinal John, who he has commissioned as his deputy [legate] in Scotland, and to compel the bishops in his land to attend a council which John will convene. The pope has empowered his legate to investigate the controversy between Archbishop Thurstan of York and the bishops of his land, but the final judgment is reserved to the apostolic see.
